I have a border collie that bites when it is physically removed from something that does not want to be taken

I have one / two year old border collie biting January 1 when it is physically removed something that is not to be taken out (get the highway, chasing cats, car chase, go outside, etc.) If you try grasb her by the leash to take her away from the road, or when the cats, she gets very angry and will bite (usually disk) If you go away and leave her alone, she ok, but if you try to discipline her with a blow to the nose, it strikes back even angrier than before. I have gotten to the point where I discipline her with a blow that I was afraid to hurt her, but she shows no sign of retreat. It may not be trained this dog to bite? If so, how? Is that a shock collar remote enough to get her to submit? If not, what do I do? I know I can not let her keep snip at me and I go back every time, otherwise it will be uncontrollable and feel like she can do anything and know that biting is how to get "their way" with things. Please help!

Okay, you really need to consult with a professional instructor in this one. More than likely your dog has to involve being grabbed by the collar to be disciplined. She's trying to defend herself. The more you discipline her, the more it tries to ward off. You are locked in a vicious circle. Not be violent with it will teach you not to be violent back.
